Implementation Strategies

This chapter addresses several additional considerations, with a focus on implementation strategies and operational efficiency. Topics include the development of a practical and scalable program framework and continuous improvement strategies.

5.1 Developing a Practical and Scalable Framework

As airports consider developing a concessions technology program, they should ensure that they develop a practical and scalable framework, regardless of the airport’s size. Doing so is essential, for several reasons:

  • Enhancing the passenger experience. A well-designed concessions technology program can significantly enhance the passenger experience by offering convenient, efficient, and personalized services. Technologies such as mobile ordering, self-service kiosks, and contactless payments streamline the concessions process, thus reducing wait times and improving overall satisfaction.
  • Increasing revenue generation. Implementing technology solutions can help airports increase opportunities for revenue generation within their concessions program. By leveraging data analytics, targeted promotions, and cross-selling initiatives, airports can drive higher sales and maximize the profitability of concessionaire operations.
  • Operational efficiency. Technology-enabled processes improve operational efficiency by automating routine tasks, optimizing resource distribution, and reducing human errors. This allows airports to streamline concessions operations, minimize overhead costs, and allocate resources more effectively to meet passenger demand.
  • Scalability and adaptability. A scalable framework enables airports to accommodate changes in passenger volume, operational requirements, and technological advancements over time. By investing in flexible technology solutions and infrastructure, airports can easily scale up or down as needed without incurring significant additional costs or disruptions.
  • Competitive advantage. Airports that offer advanced concessions technology capabilities gain a competitive advantage by differentiating themselves from competitors and attracting more passengers. A modern and innovative concessions program can enhance an airport’s reputation and helps position it as a preferred travel hub for passengers and airlines alike.
  • Data-driven decision-making. Concessions technology programs generate valuable data insights into passenger preferences, behavior, and purchasing habits. By leveraging these data, airports can make informed decisions regarding pricing strategies, inventory management, marketing campaign approaches, and operational improvements that lead to better business outcomes.
  • Adaptation to industry trends. The airport industry is constantly evolving, with new technologies and trends shaping passenger expectations and preferences. Developing a practical and scalable concessions technology program allows airports to adapt to emerging trends, such as mobile commerce, contactless payments, and digital loyalty programs, in order to remain competitive and relevant in the market.

5.2 Implementation Best Practices

To ensure that a practical and scalable framework is developed, concessions technology programs require careful planning, implementation, and ongoing management. According to an airport’s findings, the best practices listed here can be considered to assist airports in developing a framework for a concessions technology program. Implementation strategy outcomes are shown in Figure 19.

  1. Understanding airport needs. Start by conducting a comprehensive assessment of the specific needs and constraints at the airport. Identify passenger pain points related to concessions (e.g., long lines, limited options, outdated information). Analyze concessionaire needs for streamlining operations and boosting sales. Factors to consider include passenger volume, the concessions model, existing infrastructure, budgetary constraints, and regulatory requirements.
  2. Stakeholder engagement. Engage with all relevant stakeholders, including airport authorities, concessionaires, vendors, and passengers, to gather insight and feedback. Understanding their requirements and expectations is crucial for designing a program that meets everyone’s needs.
  3. Prioritizing technologies. Start with functionalities that deliver the most significant impact, such as the following:
    • Mobile ordering and payment. Implement a robust mobile ordering system with features such as in-terminal location tracking for pickups. Integrate loyalty programs for added value and personalized marketing.
    • Digital signage. Develop a network of digital displays throughout the terminal to showcase dynamic content such as real-time menus, wait times, targeted advertising, and local attractions.

Scalability ensures that the concessions technology program remains effective as airports grow or experience fluctuations in traffic. Consideration of the following features can assist with scalability:
    • Modular design. Develop a program with core functionalities as a base. Offer optional add-ons, such as self-checkout kiosks or facial recognition payment for larger airports.
    • Cloud-based systems. Leverage cloud technology for easy deployment, maintenance, and scalability for airports of all sizes.
    • Open architecture. Ensure that the program integrates seamlessly with the existing airport IT infrastructure and concessionaire systems.
  3. Program implementation. With regard to program planning, consider the following:
    • Phased approach. Start with a pilot program focusing on a few core functionalities and a limited number of concessionaires.
    • Continuous improvement. Management should oversee the measuring of program performance.
    • Feedback. Regularly collect feedback from passengers and concessionaires to identify areas for improvement. Establish feedback mechanisms to solicit input from passengers and other stakeholders on their experiences with the concessions technology program. Use these results to identify where improvements are needed and make iterative enhancements over time.
    • Data-driven decisions. Utilize data analytics to measure program success and identify trends and adapt offerings accordingly. Data analytics capabilities can assist airports in gathering insight into passenger behavior, preferences, and purchasing patterns. Analyzing these data can help optimize inventory management, pricing strategies, and marketing initiatives.
    • Innovation. Stay updated on emerging technologies, such as artificial intelligence (AI)powered recommendations, and explore their potential integration.
    • Mobile-friendly solutions. Given the increasing reliance on mobile devices, prioritize mobile-friendly solutions that enable passengers to easily browse, order, and pay for concessions using their smartphones. Mobile web apps and mobile-responsive websites can enhance convenience and efficiency. The utilization of quick response (QR) codes at airports to access mobile web apps is becoming popular with passengers, as it does not require them to download mobile apps.
    • Payment options. Offer a variety of payment options to cater to diverse passenger preferences, including credit/debit cards, mobile wallets, contactless payments, and loyalty program points. Providing multiple payment channels enhances convenience and customer satisfaction.
    • Training and support. Provide comprehensive training and ongoing support to airport staff, concessionaires, and vendors to ensure smooth adoption and operation of the technology solutions. This might include training sessions, user manuals, troubleshooting guides, and dedicated support channels.
    • Regulatory compliance and security. Be sure to comply with relevant regulations, including data protection laws and industry standards for payment cards. Implement strong security protocols to secure sensitive data and safeguard against cybersecurity threats.

    • Accessibility. Make the program accessible to passengers with disabilities by incorporating features such as text-to-speech, screen readers, wider counter positions and lanes, and options for personal assistance.
    • Marketing and communication. Promote the program through a multichannel approach, including airport displays, passenger information systems, social media campaigns, and airline partnerships.

5.3 Airport Size Considerations

Interviews with airports, technology solution providers, and industry experts revealed that, as compared with large airports, small airports typically face several limitations when it comes to developing a concessions technology program in areas where passenger volume is lower and infrastructure and resources are limited. Despite these potential limitations, small airports can still develop effective concessions technology programs by focusing on simplicity, cost-effectiveness, and scalability.

By prioritizing key technology initiatives that align with their specific needs and constraints, small airports can enhance the passenger experience, improve operational efficiency, and drive revenue growth. Figure 20 lists some distinct program considerations for both small and large airports, where large airports build up what is recommended for small airports and how each might approach it.

5.3.1 Small Airports

  1. Simplicity. Start simple. Begin with basic technology solutions that address immediate needs, such as point-of-sale systems with inventory management capabilities. Focus on high-impact solutions that are simple to implement in order to minimize costs and resource requirements. Implement the program in phases, starting with the most critical functionalities. This allows for better budgeting and minimizes initial risks.

  1. Scalability. Start simple and scale later is an approach for smaller airports. For example, you can begin with a mobile ordering system for a few popular restaurants. As the program proves to be successful, expand to other concessionaires and consider adding features such as self-service kiosks. Choose technology solutions that can scale up gradually as passenger volume increases. Look for cloud-based or modular systems that can be easily expanded or upgraded without significant upfront investment (Kaduoka 2024).
  2. Collaboration. Foster collaboration among airport management, concessionaires, and technology vendors to jointly identify and prioritize technology initiatives. Leverage partnerships and shared resources to maximize efficiency and cost-effectiveness. Investigate the availability of research grant programs or funding initiatives that support small airport development and that might help finance technology implementation.
  3. Core functionality. Focus on implementing core functionality, such as electronic payment processing, digital menu boards, and basic reporting capabilities. Avoid overly complex features or integrations that may not be necessary at this stage.
  4. Training and support. Provide comprehensive training and ongoing support to airport staff and concessionaires to ensure the smooth adoption and operation of the technology solutions. Invest in training resources that are tailored to the needs and capabilities of smaller organizations.
  5. Feedback and iteration. Establish feedback mechanisms to gather input from passengers and stakeholders on their experiences with the concessions technology program. Use this feedback to make iterative improvements and enhancements over time.
  6. Additional tips:
    • – Prioritize solutions that directly address passenger pain points, such as long lines and limited information.
    • – Provide clear training on using the new technologies for both airport staff and concessionaires to ensure smooth operation.
    • – Promote the new technology program to passengers through airport displays, social media, and in-flight announcements to encourage use.

5.3.2 Large Airports

  1. Conduct a comprehensive assessment. A comprehensive assessment of existing technology infrastructure, passenger demographics, and concessionaire requirements will identify opportunities for improvement and innovation.
  2. Start with clear objectives. What problems are you trying to solve? Is it streamlining ordering and payment, improving data collection, or enhancing the passenger experience? Clearly defined goals will guide your technological choices.
  3. Understand your passengers. Conduct surveys or focus groups to understand how passengers want to interact with concessions. This will help tailor the technology to their preferences.
  4. Explore advanced solutions. Larger airports can initially consider more advanced technology solutions while planning their concessions program because they have fewer budget constraints than smaller airports. Larger airports can consider solutions beyond core functionalities, such as the following, which can be optional add-ons:
    • Self-service kiosks. In high-traffic areas, consider deploying self-service kiosks for ordering and payment to further reduce wait times and queues.
    • Facial recognition payment. Explore the feasibility of integrating facial recognition technology for a seamless payment experience (ensure compliance with security and privacy regulations).
    • Passenger wayfinding and navigation. Integrate the concessions program with a location-based system to help passengers find specific shops and restaurants easily.

This allows for easier scaling of individual services on the basis of demand. Utilize cloud platforms such as Amazon Web Services (AWS), Azure, or Google Cloud Platform (GCP). Cloud computing offers scalability and reduces the burden of managing on-premises infrastructure. Implement open APIs to allow seamless integration between the concessions platform and other airport systems (e.g., loyalty programs, flight information).
  1. Customize and personalize. Customize technology solutions to satisfy the diverse requirements and preferences of passengers and concessionaires. Implement personalization features, such as targeted promotions and loyalty programs, to enhance the passenger experience and drive revenue growth.
  2. Implement advanced analytics. Implement advanced analytics capabilities to gather actionable insights into passenger behavior, preferences, and spending patterns. Use data-driven insights to optimize pricing strategies, inventory management, and marketing initiatives.
  3. Form strategic partnerships. Form strategic partnerships with technology vendors, concessionaires, and industry stakeholders to leverage expertise, resources, and best practices. Collaborate on innovative initiatives, such as pilot programs for emerging technologies or joint marketing campaigns.
  4. Engage stakeholders. Involve concessionaires, airlines, and other stakeholders throughout the development process. This ensures that everyone’s needs are considered and fosters a collaborative environment.
  5. Foster a culture of continuous innovation. A culture of continuous innovation and experimentation will help the airport stay ahead of evolving passenger expectations and industry trends. Explore emerging technologies such as AI, the Internet of Things, facial recognition, and contactless payment solutions to enhance the concessions technology program.
  6. Ensure regulatory compliance and security. Ensure strict adherence to regulatory requirements and industry standards for data protection, payment security, and privacy. Implement strong cybersecurity protocols to secure sensitive data and safeguard against cyber threats. Establish clear policies for data ownership and sharing between the airport, concessionaires, and third parties.
  7. Choose scalable infrastructure. Invest in scalable infrastructure and technology platforms that can support growth and expansion without sacrificing performance or reliability. Plan for future scalability and capacity requirements to accommodate increases in passenger volume and operational complexity. Supporting open APIs and utilization of a secure cloud-based platform can allow for increased scalability, remote access, and easier maintenance.
  8. Prioritize cybersecurity. Prioritize robust cybersecurity measures to protect passenger data and ensure the program’s secure operation.
  9. Ensure accessibility. Ensure that all technologies are accessible to passengers with disabilities by providing features such as screen readers and alternative input methods, wider counter positions and lanes, and options for personal assistance.
  10. Additional tips:
    • Phased implementation. Start with a pilot program in a specific terminal before rolling it out to the entire airport. This allows for refining the technology and identifying potential issues.
    • Futureproof design. Consider future trends and technological advancements when designing the framework. This ensures that the program will remain adaptable over time.
    • Ongoing evaluation. Continuously monitor and evaluate the program’s performance. Gather feedback from passengers and concessionaires to identify areas for improvement.

5.4 Continuous Improvement Strategies

Continuous improvement is all about constantly identifying ways to improve how things are done (Figure 21). This includes streamlining processes, enhancing productivity, enabling people to get more done in less time without sacrificing quality, and reducing errors. By identifying areas where your airport operation can be more efficient, you can then address challenges and improve overall performance. Identifying operational efficiency and addressing challenges are central tenets of continuous improvement strategies.

Continuous improvement strategies can significantly enhance an airport concessions technology program in various ways. These strategies focus on ongoing improvements to processes, services, and technologies, ultimately resulting in better operational efficiency, customer satisfaction, and financial performance.

Following are some examples of continuous improvement strategies that can be implemented effectively:

  1. Enhancing passenger experience:
    • Streamlined ordering and payment. Identifying bottlenecks in concessions ordering systems can lead to faster mobile ordering, smoother self-checkout options, and improved payment processing.
    • Real-time information. Analyzing passenger data and feedback can help optimize digital signage to display real-time wait times, flight information, and targeted promotions, thus improving passenger flow and satisfaction.
    • Feedback loops. Implementing regular feedback mechanisms, such as surveys and digital comment kiosks, allows concessionaires to gather customer input on their experiences.

    • Process mapping and analysis. Using tools such as process flowcharts and value stream mapping, airports can analyze current concessions operations to identify bottlenecks and areas for improvement.
    • Audits. Conduct regular operational audits to assess the efficiency of current processes, including inventory management, staffing, and customer service.
  2. Boosting revenue and profitability:
    • Targeted promotions and advertising. Analyzing passenger demographics and purchasing patterns allows concessionaires to offer targeted promotions and digital advertising that resonate with specific passenger groups and can lead to increased sales.
    • Data-driven decision-making. Analyzing sales data and concessions performance metrics can help identify underperforming areas or concession types, thereby allowing for data-driven adjustments to maximize revenue and profitability.
    • Benchmarking. Comparing performance data against industry standards and peer airports can help reveal gaps and opportunities for improvement.
  3. Adopting new technologies:
    • Pilot programs and iterative testing. During pilot programs, constant testing and refinement based on performance data and user feedback can ensure that new technologies are configured and integrated properly for full-scale implementation.
    • Being up to date. Keeping abreast of the latest technology trends and periodically upgrading systems allow concessionaires to take advantage of new features and capabilities.
    • Automation and self-service. Continuously fine-tuning technologies such as self-service kiosks, mobile ordering, and automated checkout systems can improve reliability, user-friendliness, and efficiency.
    • Data collection and analysis. Adopting advanced point-of-sale systems enables the collection of detailed sales data for advanced analysis. Implementing tools such as Wi-Fi tracking and mobile app usage data can help airports understand passenger flow and behavior within the airport.
    • System integration. Ensuring that all technological systems (e.g., point-of-sale, inventory, CRM) are integrated can provide a seamless flow of information.
  4. Improving staff performance:
    • Training and development. Regular training programs for concessions staff, driven by continuous improvement principles, ensure that employees are up to date with the latest technologies and best practices. This leads to better service delivery and operational efficiency.
    • Performance metrics and rewards. Establishing clear performance metrics and regularly reviewing them helps to identify areas for staff improvement. Rewarding employees for meeting or exceeding these metrics fosters a culture of continuous improvement.
