Survey Administration

The team administered the survey in March through May 2023. The sampling strategy was purposive and included sharing a link to the Qualtrics survey with approximately 2,000 professionals in transportation research, policy, planning, design, operations and maintenance, law enforcement, and post-crash care.

The team distributed the survey individually to professional contacts across the professional domains of interest and to the following professional organizations:

  • AASHTO’s Committee on Planning
  • AASHTO’s Committee on Maintenance
  • AASHTO’s Committee on Safety
  • Association of Metropolitan Planning Organizations
  • Emergency Medical Services Agencies across MA and NC
  • FHWA’s Local Technical Assistance Program (LTAP)
  • FHWA’s Tribal Technical Assistance Program (TTAP)
  • FHWA’s Office of Tribal Transportation
  • Indian Health Service’s Injury Prevention Program
  • Institute of Transportation Engineers (ITE)
  • Law Enforcement Agencies across MA and NC
  • National Association of City Transportation Officials (NACTO)
  • NHTSA’s 10 regional offices
  • Safe States Alliance
  • Transportation Research Board (TRB) Transportation Safety Management Systems Committee (ACS10)
  • TRB Economic Development and Land Use Committee (AMS50)
  • TRB Pedestrians Committee (ACH10)
  • TRB Safety Performance and Analysis (ACS20)

After a 6-week period, 585 professionals had started the survey, while 398 had completed at least 50% of it. The following section describes the results of the survey.
