About

This meeting of the Roundtable on Global Science Diplomacy will focus on the future of international science and technology (S&T) cooperation and science diplomacy.

Members of the Roundtable and invited speakers will explore new perspectives, beginning with the opening panel, Embracing a New Space—The Past is not Prologue. Throughout the day, discussions will address several critical themes: navigating geopolitical confrontation, competition, and cooperation through S&T engagement; balancing international cooperation, economic competitiveness, and national security in the context of emerging technologies; approaches to solving global challenges through international S&T collaboration; and science diplomacy priorities for U.S. government agencies and non-governmental organizations.

This event is open to the public. Registration is required for both in-person and virtual attendance. Please note that in-person capacity is limited, and registration for physical attendance closes Friday, December 13.

RESET Ukraine Action Group - January 2024 Meeting

An update was provided on two APS programs to help physicists affected by the war in Ukraine. APS approved 17 of the 19 proposals submitted under the International Research Travel Award Program. Six of the seven proposals submitted under the APS Distinguished Student Program were approved. The total amount committed for the 23 proposals is $107,000. APS will seek additional funds to continue these initiatives.
The Action Group heard from the National Academies of Sciences, Engineering, and Medicine about its partnership with NSF, funding agencies in the Baltics, Poland and Ukraine to build research collaborations with Ukrainian scientists under the NSF IMPRESS-U Program. The level of proposals submitted is very high. ONR and DOD will contribute funds to support Ukrainian research costs.
The Action Group also heard from the National Academies about an initiative under development with the Simons Foundation to engage others with the goal of establishing a joint fund for science and innovation in Ukraine. The NAS and Simons, working with ETH (Switzerland) will convene representatives of foundations, governments, universities, and science organizations to further develop the joint fund concept and to discuss ways to ensure that science and innovation are part of Ukraine’s economy recovery, particularly in advance of the June 2024 recovery conference in Germany.
A presentation was given on the results of a recent #ScienceforUkraine survey of programs offered to Ukrainian scientists ( https://papers.ssrn.com/sol3/papers.cfm?abstract_id=4683969). The survey found that scholarships were the most popular type of program utilized by Ukrainians; the highest demand was in social sciences and humanities; there was no country preference identified; and the availability of funding motivated most of those offering program support to Ukrainians. More data is needed to understand the cause of these survey findings.
There was a discussion on the benefits of and challenges of engaging the Ukrainian diaspora in research programs, including those offered within Ukraine. Action Group members expressed interest in discussing diaspora engagement at a future meeting.

An update was provided on a new Ministry of Education and Science of Ukraine initiative to transform Ukraine’s national evaluation system for researchinstitutions and research activities of universities. A working group has been formed within the Ministry. Ukrainians welcome any opportunities to learn from international experience, having consulted with colleagues from the UK and showing a willingness to embrace practices from the USA.
The Action Group heard from NIH/Fogarty and AFOSR representatives about their respective agency’s approach to international research cooperation. Both agencies mentioned specific projects involving researchers from Ukraine.
Action Group participants discussed Ukrainian needs regarding the certification of new materials needed for production in Ukraine and potential follow-up with appropriate contacts.
Updates were provided on planning for the next National Academies of Sciences, Engineering, and Medicine workshop on environmental damage in Ukraine and the development of a National Academies resource page on activities and issues related to S&T in Ukraine
