4 Scenarios
Blue Wing submitted the potential scenarios document titled NCHRP Project 23-28, Planning for 4.9GHz Spectrum Task 3 — Potential Scenarios that was dated April 16, 2024. The potential scenarios were developed prior to the Commission’s Eighth Report and Order, based upon the commission’s then outstanding NPRM. Those potential scenarios are not consistent with the Commission’s Eighth Report and Order. However, it must be noted that the FCC’s decisions in the Eighth Report and Order have been appealed and thus are subject to further change.
Because the FCC has not as yet developed implementation rules for the band, including not having selected a criteria for a band manager, not selected a committee to select a band manager, a contract between the band manager and FirstNet has not been created, FirstNet has not selected an implementation manager, and an implementation plan has yet to be developed, it was not possible to create scenarios for new uses of the band.
