Housing is a key driver of health, influencing stability, safety, and opportunity. This one-day public workshop will explore how housing insecurity, affordability, quality, and neighborhood factors shape health outcomes, particularly for low-income and underserved populations. Panels may examine policy tools including housing vouchers, rent stabilization, and low-income housing tax credits; regulations such as zoning and building standards; and emerging strategies such as community land trusts and health-oriented design in affordable housing. Speakers will also discuss growing threats to housing stability, including the financialization of housing and private equity investment.

Tax policy is a structural determinant of population health, shaping the availability of public services and the allocation of resources across communities. The workshop examined how tax policy decisions at various levels influenced opportunities for health, with attention to the design and distributional effects of tax systems. Discussions considered how tax structures affected social spending, economic stability, and the capacity of communities to support health and well-being. Presenters shared a range of research, practice, and policy perspectives that helped participants explore implications for population health across diverse geographies and communities.

Economic systems were a structural driver (or determinant) of population health. This event critically examined the intersection of the US economic system and democracy and how interactions between the two shaped health. Presentations and discussion reflected on how democratizing the economic system could mitigate harmful dynamics that exacerbated poor health outcomes and health disparities. Participants also explored models and approaches that showed promise in spurring change toward a more broadly prosperous democracy and a more democratic economy that, in turn, advanced population health.

Accountable Communities for Health (ACHs) and related multi-sector, community-driven partnerships brought together health care, public health, social services, other sectors, and residents to address unmet health and social needs at both individual and community levels. The National Academies of Sciences, Engineering, and Medicine recently released the report, Ending Unequal Treatment: Strategies to Achieve Equitable Health Care and Optimal Health for All, which underscored the importance of partnerships like these—citing cross-sector partnerships as a key societal force impacting health and wellbeing. This webinar, co-hosted with the Funders Forum on Accountable Health at the George Washington University Milken Institute School of Public Health, featured lessons on what it took to successfully discuss social and structural drivers of health within communities, as well as key programmatic and policy lessons from around the country from the work of community-driven, multi-sector efforts addressing these issues on the ground.

On September 18, the Roundtable held the next installment of the Elevating the Structural Drivers of Population Health Workshop series, which in 2024 was focused on Economic Systems.

This workshop built on earlier conversations about the power of narratives and explored the impact of partnerships, action, and movements needed to help build a more equitable economy—a well-being economy. Presentations and discussions explored three concepts related to different ways of partnering and finding common ground: solidarity, shared value, and movement building.

The vast U.S. health care sector is barely comprehensible with annual, national health expenditures estimated at $5.0 trillion in 2024. That level of spending, and public and decisionmaker knowledge of it, have a range of implications for efforts to improve population health.

A more complete picture of health care spending would be helpful--exploring various perspectives on where the money goes, constraining cost growth, increasing value, rebalancing (e.g., a shift to primary care and prevention). There is no single source of publicly available and easy to use information for collective use by policy makers, purchasers and the public to achieve those purposes. How have current federal, multi-payer, and state systems addressed these questions?

Moving toward standard measures on health care costs could inform policies to do something about those costs. This webinar brings together data producers (national and state) with data users and other experts to present and discuss the key issues and explore opportunities for improvement.

This is the second in a series of webinars co-hosted by the National Academies Roundtable on Population Health Improvement and the Funders Forum on Accountable Health at George Washington University Milken School of Public Health. The recording for the first webinar is available here.

Intermediary organizations, such as those serving as the backbone for accountable communities of health (ACHs), have played a key role in supporting the multi-sector relationships, infrastructure, and capacity necessary to scale and sustain health-related social needs (HRSN) and social determinants of health (SDOH) efforts. The value that multisector organizations bring to these efforts can be demonstrated along a continuum – from return on investment (ROI) for supporting the delivery of HRSN services (short term), to demonstrating the value of investments in community capacity needed to ensure meaningful and sufficient linkages to services (medium term), to making the case for these multi-sector partnerships as civic assets (long term). It is at this latter end of the continuum that ACHs can ultimately drive systems change by advancing policies and practices that create healthier, more equitable, and resilient communities. This webinar will explore the value of multisector organizations like ACHs and show how they can be developed to serve as civic assets that can be leveraged and adapted to address a range of issues, including historical structural barriers to achieving health equity. Roundtable co-chair Mary Pittman moderates presentations and discussion with leaders sharing work from Rhode Island, North Carolina, and California.

States are increasingly engaged in a variety of approaches to address health-related social needs (HRSNs). Regardless of the approach to paying for HRSN services (public or private, and braided or blended, funding), there is growing recognition that new multi-sector relationships, infrastructure, and capacity must be established to successfully scale and sustain these efforts. As a result many states are looking to partnerships between intermediary or “backbone” organizations (e.g., accountable communities of health, public health institutes, community care hubs, and regional health hubs), health care providers, and health plans to facilitate the implementation of these efforts.

This webinar, hosted by the Roundtable on Population Health Improvement and the Funders Forum on Accountable Health at the George Washington University Milken School of Public Health, will feature the latest progress and lessons learned from a range of states (Ohio, Rhode Island, Texas, and Washington) that vary in geography, policy context (i.e., Medicaid expansion status), and their approaches to addressing health related social needs. Speakers will share state and local perspectives about the relationships, infrastructure, and capacity necessary to provide HRSN services with funding from private and public sources, including the Centers for Medicare and Medicaid Services.

Our health and the health of our democracy are deeply connected. Inclusive, robust democratic processes are vital to creating the opportunity for everyone to be healthy. However, opportunities to participate in our democracy are not equally accessible for everyone. Archon Fung, professor of citizenship and self-government at the Harvard Kennedy School will share the historical and political context for American democracy and voting policy and reflect on implications for efforts to improve health and health equity. Miles Rapoport of 100percentDemocracy.org and a longtime organizer and elected official will offer an international perspective and present alternatives to the U.S. status quo such as universal voting—and will discuss with the panel relevance to efforts to improve health and health equity. The webinar will be moderated by Jeanne Ayers, executive director of Healthy Democracy Healthy People and a former state public health official.
