PART I

CONTEXT FOR THIS DECADAL STUDY

Part I of this report is intended primarily for readers who may be more familiar with one of the two communities addressed in this report—that of social and behavioral science research and the Intelligence Community (IC)—than the other. An understanding of the contexts in which these professionals work and interact is an important backdrop for understanding the potential applications of the work we discuss. In Part I, we introduce the two communities and potential mismatches in the cultures of work characteristic of each, summarize the complex challenges from which it is the IC’s principal mission to protect the United States, and examine the nature of the analyst’s work.
