ACADEMIC RESEARCH SECURITY

Research security requires engagement by researchers from academia, government, and industry. For academic researchers who focus on fundamental and open research for publications, research security is an unfamiliar concept. The requirement for research security at universities was established by the Trump Administration in a National Security Presidential Memorandum (NSPM-33) in 2021. NSPM-33 has continued and expanded under the Biden-Harris Administration, with provisions included in the CHIPS and Science Act and NSPM-33 Implementation Guidance, both released in 2022. All faculty PIs who work with international students or collaborators or who travel internationally will need to consider how research security regulations will be implemented in their research programs.

Navigating the Effects of Climate Change on Global Food Security

Implementation of the Vision for Adapted Crops and Soils (VACS)

One Scientist’s Experience

The adverse impact of climate change on global food security is inevitable. With targeted investments in research, development, and realistic implementation plans, we can ensure the availability, access, and utilization of nutritious foods worldwide despite climate challenges. Understanding this critical need led to the creation of the Vision for Adapted Crops and Soils (VACS). Launched in 2023 in partnership with the African Union (AU) and the Food and Agriculture Organization (FAO) of the United Nations, VACS aims to enhance agricultural productivity and nutrition by investing in the development of diverse, climate-resilient crops and healthy soils. Dr. Oliver’s talk will emphasize her contributions to VACS as a Jefferson Science Fellow and Advisor in the Office of the Special Envoy for Global Food Security, highlighting the importance of integrating science and policy to combat climate change effects on food security.

Leveraging PEPFAR data for better cervical cancer outcomes: Intersection of data science and research

In this lecture, Dr. Ogunwobi will share his educational and professional journey, leading to his current activities with USAID. Using his ongoing cervical cancer work as an illustrative case study, he will highlight the importance of the wealth of data accumulated from over two decades of global health work by the United States President's Emergency Plan for AIDS Relief (PEPFAR). Dr. Ogunwobi will also address interesting questions arising around the intersection of data science and research in the context of PEPFAR work.

Why Demography Matters for Democracy, Rights, and Governance

This talk will highlight findings from demographic research that inform demography, human rights, and governance work. Using what is known about the demographic transition, the interrelated changes in mortality, population growth, fertility, migration, and the population age structure, this talk will discuss trends and relevant findings from a demographer's lens. Loretta is a Jefferson Fellow working as an applied research scientist in the Policy, Learning, and Integration Office of the Bureau for Democracy, Rights, and Governance at USAID. She is a social demographer who publishes on inequality issues, migration, fertility autonomy, and civil and human rights.

Global Water Resources: The Growing Crisis and Pathways to Sustainability

The global water crisis is a fast-emerging societal problem attributed to increasing water demand due to population growth, economic development, expanding agricultural water use and the compounding effects of land use and climate change. This talk will focus on current global water statistics, drivers of crisis (primary and secondary), inactions, and the role of emerging science and technology, policy, and diplomacy in sustainable water security. The global decrease in both quantity and quality of freshwater and the underlying causes will be covered. The lack of strategic policy action and cooperation across local and international levels is one factor for failing to address water insecurity. We still witness a substantial science-to-policy gap in the governance of water systems. With growing uncertainty and variability in hydroclimatic conditions, water policy formulation, and planning rarely draw upon scientific evidence and advice. Diplomatic efforts to broker international water accords likewise have fallen short. This presentation will underscore the urgent need to align policy, science, and diplomacy for resilient, equitable, and sustainable water management globally.

Governing Abroad: Why Coalition Politics Matters for Foreign Policy

Most parliamentary systems around the world are governed by coalitions, yet we still know little about how coalition governments engage in foreign policy. Why do some coalitions act assertively in the international arena, while others postpone their decisions or water down their policy positions? Drawing from my research on the role of political parties and national legislatures in international affairs, I demonstrate how coalition politics is an important predictor of foreign policy behavior in European and Middle Eastern democracies.

WHAT ARE CLIMATE TIPPING POINTS AND WILL WE ENCOUNTER THEM?

It seems like every few weeks there is a headline about climate tipping points. We know that elements of the climate system have undergone abrupt change in the past, and that physical systems can transition to radically different states in the face of a small push. But there are conflicting definitions of Earth system tipping points, and thus conflicting statements about whether we are indeed on the brink of encountering them as the Earth warms. I will review the potential for irreversible, abrupt, or self-sustaining (“runaway”) change for some of the Earth system elements for which climate tipping points have been proposed.
