Tulsa, OK was a Resilient America pilot community from 2016 to 2017. One of Tulsa's priorities was economic resilience, and Resilient America partnered with the City of Tulsa to explore the potential relationship between sales tax generation and resilience.

Description

Tulsa, OK was a Resilient America pilot community from 2016 to 2017. Tulsa County faces a variety of natural and man-made hazards including floods, tornadoes, high winds, lightning, hailstorms, severe winter storms, extreme heat, drought, expansive soils, wildfires, earthquakes, and dam and levee failures. The City of Tulsa also faces a unique economic challenge. In Oklahoma, city budgets are largely based on yearly sales tax revenues, which can fluctuate and add a dimension of uncertainty in the city’s ability to provide critical services. One of Tulsa's priorities was economic resilience, and Resilient America partnered with the City of Tulsa to explore the potential relationship between sales tax generation and resilience.
Timeline of ResilientAmerica activities with the Tulsa pilot community:

  • July 2016: Kickoff meeting with the Tulsa Chief Resilience Officer and other city representatives to develop the goals and timeline for the community pilot partnership.
  • October 2016: ResilientAmerica participated in a commemoration event of the 1984 flood with the mayor and representatives from the City of Tulsa and the Silver Jackets.
  • November 2016: Meeting with the staff of the newly elected mayor to identify a new direction for the partnership focused on the relationship between local sales tax revenues and issues of community resilience.
  • March 2017: Meeting with key stakeholders at the City of Tulsa to plan out the sales tax revenues and resilience project.
  • April 2017: Provided the City with an update on the data analysis.
  • July 2017: Presented findings and data from the sales tax revenue investigation and discussed the local context with community stakeholder.
  • November 2017: Present the initial findings of the research on sales tax revenue with diverse philanthropic organizations, the City of Tulsa, local elected officials, and others, and discussed what these initial findings could indicate about resilience in Tulsa and how this work could support resilience efforts in the region.
